When you finally get a response from MZ support they'll tell you to select a square on the map you want to teleport the alliance city to (make sure there are 3 empty squares on each side), select teleport alliance city, and confirm. Sounds simple enough, but I tried to do that and it didn't work. I can't say how it was fixed (an alliance family member has friends employed by MZ support). I do know that the problem was related to the age of my kingdom. We were one of the first 5 alliances to build our city. The problem was fixed somehow (an update, support, etc) in 3 or 4 weeks.
