HCStymie 20-03-2016 07:05What exactly does this gem do? Is it just an attack debuff that only works against rallies? Or is there more to it than that?

ARCH 16-07-2016 23:46This gem helps against rallies. It debuffs rally attack boosts the enemy has from their hall of war, research, and skill tree. I haven't used it yet but some say use it minimal if at all.
